TPA provided schematic site design and feasibility study services for the development of Wendy’s restaurants on eleven different pad sites located in Seymour, Southington, Naugatuck, Newington, Avon, Bristol, Brookfield, Stamford, Lisbon, and Pittsfield, Massachusetts. The restaurant developer had an option to buy these parcels and wanted to perform due diligence on whether the sites had any latent conditions that would make construction problematic.
TPA's analysis showed that several sites could not adequately fit any of the available layout templates. The lack of available frontage, width of zoning setbacks, the proximity of inland wetlands, and other site conditions made a quick service restaurant use infeasible.
Several other sites required special zoning variances or map amendments that would extend the project schedule beyond the purchase option deadline. Existing restaurant templates would not work for these sites, and developing ones specific to each site would require significant architectural redesigns.
Post-industrial and environmental conditions on other sites came with a significant cost to achieve remediation which made development uneconomical. Other sites had shortcomings with utility access or unsuitable fill soils for construction that would be costly to address.
Three sites were ultimately selected for development. Construction on the sites in Seymour and Southington began in 2019 and were completed by the end of the year. Another restaurant planned for Naugatuck was put on last-minute hold by the developer pending review of environmental cleanup obligations.
